Not directly. All buses run through the city of Victoria (Rabat), so you would need to get a bus from Mgarr (Imgarr) to Victoria and then a bus from there to Ramla. It doesn't take long though, what with the Island being so small. At present the bus between Victoria and Ramla is the 302 but I'm not sure which one is between Imgarr and Victoria.
