US District Judge George A. O’Toole Jr. ruled Wednesday that a group of labor unions did not have legal standing to challenge the program, commonly described as a buyout.

Judge George A. O’Toole Jr. dissolved his restraining order blocking the "deferred resignations" program after finding the plaintiffs lacked legal standing.

A federal judge lifted a previous order pausing the program Wednesday. Soon afterward, the Office of Personnel Management announced the program was closed.
